Area residents face legal challenges

Three area residents have been charged in relation to money-related issues.

Michelle D. Phillips, former Springboro secretary, currently of 12662 Harmonsburg Road, Summit Township, was arraigned before Magisterial District Justice Rita Marwood on Friday, Dec. 21, 2018, on a total of 13 charges for allegedly taking money from Springboro in her job as borough secretary. Allegedly, State Police say, she took some $92,328 between January 2014 and March 23, 2018, when she resigned from her position. Money is alleged to have been taken from payroll, water bill payments and other accounts.

State Police charged Philips on eight counts of theft by deception, three counts of theft by failure to make disposition of funds and two counts of unauthorized use of an automated teller machine card.

Both State Police and HBK CPA’s & Consultants [hired by the borough council] did audits of the various funds.

Phillips was released on $75,000 bond and had a January 4, preliminary hearing set.

Denise Thomas of Conneaut Lake was arraigned Friday, December 21, 2018, before Marwood on 22 counts of allegedly taking thousands of dollars from the Carl Henninger Scholarship Foundation of Our Lady Queen of the Americas Catholic Church of Conneaut Lake between 2014 and 2018.
