Conneaut approves no tax prelim budget Print E-mail

As this reporter wrote about in last week's issue, the Conneaut School Board of Directors went ahead and approved a no tax increase preliminary budget when they met in May voting session Wednesday evening at Linesville's Alice L. Schafer Elementary School.

The $34,703,208.36 passed on a 7-1 vote with board president Jody Sperry absent. She was in Washington D.C.

Noting it is only a preliminary budget and that a final budget must be adopted no later than June 30, board member David Schaef said work would continue on the budget and that a preliminary budget needed to be put in place to allow for a 30-day public inspection as required by state law.

Dr. Carol Bocan cast the no vote saying, she believed "that we are reducing the quality of education in all six buildings of the Conneaut School District by Furloughing Teachers especially in the academic subjects of English, Math and Science so that more students can be added to each of these classes in order to reduce costs forced on us and each school district in Pennsylvania by Gov. Corbett and our state legislators. Education should be our top priority in this state but funded in a more equitable way, not on the backs of property owners so that children in rural and economic depressed areas are those who suffer the most from state unfunded mandates and reductions of state yearly funding. Therefore I will be voting no on this directive."

The 2011 Sweet heart Queen's Pageant was held recently at the Meadville Days Inn. As the 2010 court bid a farewell a new court was crowned. The 2010 out going queens were Miss - Katie Evanovich, Teen Miss- Becca Brown, Jr Miss- Elizabeth Vittorio, and Little Miss- Baylee Holeva. The new queens crowned were, Jazmine Butters of Meadville winning Tiny Miss, Abby Lombardi of Meadville winning Little Miss, Jr Miss winner was Jasmynn Schmader of Cochranton. Ciara Weaver of Harmonsburg winning Teen Miss, Ciara Weaver also won the Teen Miss essay award. Tiffany Thayer of Linesville winning Miss, with first runner-up Kayla Walters and second runner-up Greta Johnson. Tiffany Thayer also won the Miss essay award.

36 positions cut

Members of the Conneaut School Board reviewed the latest proposed budget set to begin July 1, when they met in work session Wednesday and made the message that taxes will not be going up.

Cut back in funds by the state of nearly $2-million, the Conneaut Board has been working to adopt a no-tax increase budget. which will see 36 positions cut, larger classroom numbers especially at the elementary level and cuts in supplies among a number of items

Cuts in the budget in regards to positions show 2 administrators, 20 teachers, 4 full-time special education paraprofessionals, 5 part-time special education paraprofessionals, 3 full-time subs and 2 others are being cut which will save the district some $,1,868,500..

Supplies are being cut by $76,000; EAP tutoring cuts from the state total $72,000; a proposed new language arts curriculum is cut by $486,000; leaving the French Creek Outdoor Learning Center saves $19,835, a decrease in new cleaning contracts is projected to save $16,000; and the Career and Technical School budget portion paid by this district is reduced by $55,863.

School budget details on tap in upcoming review of plan Print E-mail

It is May and school boards across the state must approve a preliminary budget to be on review for 30 days before final adoption by June 30.

The Conneaut Board of Education is expected to review preliminary figures at its work session and regular meeting this month, and approve that prelim document at its voting meeting next week..

The school directors shared various budget figures with members of the public at a meeting in March and since then has met in executive session since many issues dealt with personnel. Those details will now go public as the board has settled on cuts throughout targeting numerous positions including administrative, teaching, aides, etc.

The district is dealing with a proposed state budget that recommends they will fund its basic education monies - the largest item that goes to local districts in terms of state support - at the 2008-09 level, that for a third year in a row keeps special education funds at the same level, that eliminates money from funds through Accountability block grants, reimbursement of charter schools, educational assistance programs, dual enrollment programs and funds to Intermediate units among others.
