Sparks fly at West Fallowfield, "big stakes" at issue Print E-mail

The Board of Supervisors at West Fallowfield Township held their public meeting for October; Board members present were Cecil Courtney, Ray Peterson and Marguerite Scullin. Secretary Brenda Williams took the minutes.

The public was asked for comments on the minutes and expenditures.

A citizen asked the Board to explain two checks made payable to Supervisor, Cecil Courtney

Secretary Williams stated that one check was an expense reimbursement for the purchase of a fuel filter for the backhoe and the other check was for the rental fee for the use of Mr. Courtney’s personal tractor.

The citizen questioned the action of writing checks to Su-pervisors, stating he just didn’t think that was right. Secretary Williams stated that both expenditures are legitimate and are supported by documentation.

The citizen asked since when has it become a practice to write reimbursement checks instead of writing a check directly to the vendor. Secretary Williams stated that although rarely done, it has been done in the past. She showed the citizen the invoice for the cash purchase which is attached to the payment voucher as supporting documentation. She explained to him that a purchase of this dollar amount ($48.58) is done as a reimbursement instead of petty cash expenditure.

The second expenditure for equipment is allowed per second class township code, providing the annual total for services or equipment rental are less than $500.00.

Supervisor Courtney commented that the filter was purchased when he was in Grove City, noting that obtaining a check from the office and then returning to Grove City and charging mileage would have cost the township additional funds.

Supers Courtney and Peterson commented on the rental of Courtney’s personal tractor. Both Supers agreed that for the type of job they were completing, the backhoe was too big. Again, cost savings for the township was the reason for renting the smaller tractor from Cecil Courtney. The township could have rented a unit from Lloyds Rental for an eight hour period and a delivery charge to and from Hartstown.

The tractor rented from Mr. Courtney was for a three hour period at $30.00 per hour.
