South Shenango Supers hold September meeting 2010 Print E-mail

The September meeting of the South Shenango Township Board of Supervisors was held at the Township Building on Collins Road.

Chairman Joe Livingston called the meeting to order. Other Supervisors present were Linda Floch and Jim Slozat. Secretary Kathryn Amon took the minutes and there were four concerned citizens present.

The public had a moment to look over the minutes from the previous meeting before Supervisor Joe Livingston made the motion to approve them. Seconded by Supervisor Linda Floch, motion approved.

The Treasurer’s Report was then approved, motion carried.

Under Visitor’s Recognition, no one from the public had any comment.

Road Master Joe Biery was present at the meeting to give the Road Report. He and the Crew are currently laying gravel on Pitts Road. ST has received a notice from the Klasen Oil Company regarding the transition to ethanol gasoline.

A discussion followed about how much gasoline is used at the township, and about getting a smaller tank and using a filter monitor.

Ethanol gasoline tends to separate if it sits too long and the small amount of gasoline used at ST does not justify the time and expense to switch over the 500 gallon tank.

Road Master Biery went on, stating he is advertising some equipment for sale through Municipal Bidding. The sale started on September 15, 2010, and will run for a month.

The items up for sale are a four-wheel drive loader, a roller, a paver and a couple of garage doors.

The current Road Project is complete and Jim Cooper was in and submitted the final report.

Road Master Joe Biery concluded by stating that he had gone to Butler to look at three rollers and asked the Supervisors for permission to pursue this through an online bid.

After discussing the types of rollers and how they could be used, Supervisor Joe Livingston gave the ok to bid.

For the Attorney’s Report, Solicitor David Hotchkiss was present at the meeting. He received a call from Mrs. Haynes regarding her desire to clean up the Burns Road property.

This is an ongoing Junk Maintenance issue.

Court date for the Haynes case is October 12, 2010, at 1:15pm in the afternoon, Court Room #1.

Solicitor Dave Hotchkiss asked who would be attending from the township.

Supervisor Joe Livingston moved to designate Building Inspector Joe Franks or Code Officer John Prosed to represent the Township for the court case with the Haynes. Linda Floch seconded the motion, motion carried.

For the Supervisor’s Report, Linda Floch had a call from Judy Hodge, asking about the progress with the (Nusisance) Noise Ordinance.

Joe Livingston stated that Joe Franks had set up a noise monitor and that it didn’t register enough noise to enforce anything.

Supervisor Livingston stated that DEP has sent notice that the Planning Module for the proposed new Lago Winery is incomplete at this time.

Under the Secretary’s Report: Secretary Amon submitted the five re-combinations of lots from the Sewer Authority, these in Glenwood Allotment, Shenango Lakes Allotment and the other three from the Douthett Ranch Plan.

The motion carried unanimously to accept the re-combinations.

The Pension Audit Report was received for the January 2007- December 2009 period, with no findings.

For Correspondence: The notification was received from Culbertson, Weiss, Schetroma and Schug, stating that their firm will be practicing with the energy group of Steptoe and Johnson.

A memo was received from Alan Shaddinger with the new email address and an update on the Tax Collection Committee for Crawford County.

The memo states that the TCC would meet in September in West Mead Township to appoint the new Wage Tax Collector for the County..

All must be in place by 2012.

The understanding is that they will be recommending the appointment of Berkheimer Tax.

There is a notice from the County Assessment Office that two parcels are scheduled for an Assessment Appeal hearing on September 30, 2010.

The motion then carried unanimously to pay all the bills presented.

There being no more business, the motion carried to adjourn the meeting.

The South Shenango Township Board of Supervisors meets every second Tuesday of the month at 2:30pm.
