Page 1 of 2 Plans are moving forward to locate a Dollar General Store in the downtown Espyville area, as Code Officer Bob Hutton explained to the Board of Supervisors during the recent February meeting at North Shenango Township. Presiding Board members were Eloise Settlemyre, Jeff Daniels and Bill Emerick. Secretary Denise Gray took the minutes. Hutton proceeded to tell the Board that the proposed location is in the Chapel Road and Rt. 285 area, next to the Lakeside General. Conditional Use permits and PADOT permits were discussed, and the representative for Dollar General stated that everything is progressing as planned. There is an escrow account in the Storm Water Maintenance Plan for the proposed business, which is similar to a Small Flows Account. The Land Developmental Plan is progressing, also, and the permit for Storm Water Maintenance is under application as well. The request for the approval of the Land Developmental Plan and Conditional Use was presented to the Board. The motion then carried unanimously for approval, pending PADOT granting of their permit. The representative for Dollar General then thanked the Board for their time. For Public Participation, a citizen complained about the narrowness of the roads in NST during the winter. He wanted to know why the township has a grader, yet no one ever uses it, stating again that the roads are narrow, despite the Supervisors alleging they are fine and passable. He wants the snow pushed back off the roads. The Supers replied that Road Master Don Goodenow, who is the only one in the township qualified and licensed to operate the grader, was out for many weeks due to surgery. The citizen then requested to know what grants the Board had applied for during 2010; There was one grant for electrical purposes, for new lights at the township building. Secretary Gray explained that the lighting also extended to the parking lot and the billing of these lights. She then mentioned that at the previous meeting, there had been a resolution concerning permit fees in the township, building fees, fees for bounced checks to the township and culvert fees. She stated that signatures were needed this night to fully pass the resolution. Concluding, Secretary Gray said there were 5 permits issued in January. Bob Hutton then gave the Code Report: He is attending classes, reviewing permits and complaints. One concerned the Duff Road issue and Aaron Drive. He then mentioned a controlled burn, which was supposed to enlist the help of the NSVFD. He said nothing was happening with this issue, despite deadlines being set; the Fire Department had not mentioned anything. Secretary Gray spoke up, saying that the Fire Department should do what they say they are going to do, and that if they were not going to help the township, then the township should not help them. She continued by reminding the Board that they had donated $6,000.00 to the Fire Department in recent months. There were two scheduled controlled burns, plus one private one of their own, with nothing happening on any of them. For the Storm Water Maintenance Plan, the County Ordinance is almost complete, with townships having the options to adopt the (sample) Ordinance from the County. The SW Maintenance Plan is a state forced mandate requiring permits for all structures, parking lots and driveways, to effectively manage all storm water. The Flood Plain Map Ordinance continues to progress, though it is not yet complete. This pertaining to lake and river flooding and where an event of that magnitude would likely occur. For the Road Report, Road Master Don Goodenow was in attendance at the meeting. He and the crew have trimmed and cleaned up trees, trimmed and cleared downed trees from roadways so that school buses can pass unimpeded. There were four safety meetings held, roads continue to be plowed and equipment maintained.
