Springboro Borough Council met on October 6, 2009, with Jim Glaspy, Council President, calling the meeting to order and leading in the Pledge. After Roll Call, Council approved the August minutes as there had been no September meeting due to lack of a quorum. Discussion on the financial report followed and it was passed as presented.

A resolution from the NW Crawford County Sewer Authority was presented by Glaspy for a third collection tank to be installed for adequate diversion and processing. Additionally, this would allow for more hook ups to be made available.

In Old Business, the Cambridge Springs state correctional facility has supplied workers for the Community Center improvements. Workers are not permitted to work on scaffolding or ladders, all work must be on a lower level.

The Pennsylvania Borough Association meeting to be held at the Springboro Fire Hall on November 19 will include a meal prepared by the firemen and reservations must be made by November 3.

Delta Demolition will begin the process of tearing down the old water tower. They are waiting for the necessary insurance paperwork to begin the process although an agreement has been signed. Aproposal for setting up a payment process to the Recreation Fund in order to restore the funds utilized for the new water tower was discussed and tabled due to the upcoming budget work session in late October.

New Business was introduced and the Council proposed to review the insurance policy with Mr. Petruso prior to the Budget Work Session October 22.

Two requests for using the Community Center gym were reviewed. It was decided to require a refundable clean up deposit of $40 when using the Community Ceter social hall and gym. After the cleanup has been inspected and passed, the deposit will be refunded.

It was decided that the gymnasium was to be used for recreational activities and small children’s parties only. The tables and chairs are to remain in the social hall.

A Budget Work Session was set for October 22, and October 29, at 7:30 PM and will be advertised.

Halloween Trick or Treat for the Borough is to be held October 29, from 6:00 - 7:30 PM. A suggestion for a Regional Police Force in conjunction with Spring Township and the Borough of Conneautville was introduced for discussion.

Council voted to obtain an air conditioner cover for the Borough Office.

A report, given by Glaspy, regarding the electrical work at the water tower by Mr. Bubna is nearing completion.

Streets reported again on the ongoing water erosion problem on Oak Street and finished with a decision to mark off the area with warning tape.

Recreation reported the ongoing work at the Community Center includes a wall built on the stage area, improvements on the outside entry to the basement, improvements on the deck, installation of a space heater and roofing work to be done on the entry at the gym.
