Conneautville Borough Council met on September 14,and after the pledge and approval of last month’s meeting minutes, President Eugene Bocan invited visitors to present their requests. Pastor Bob Trask and Judy Logan brought up the substantial amount of water from run off in the alley behind the Methodist church parsonage accumulating in the parsonage basement. The church is requesting a ditch to be dug on the side of the road to avoid this destructive situation in the future. Al Richmond brought up the poor site work done by J. S. Northeast in repairing property on South Street and asked for it to be repaired. As well, improper grass clippings and trash disposal by property owners in that location will be addressed by Council in the near future with a letter of notification to cease and clean up the site. John Lasko brought the properties on Licking Street to the attention of Council as remaining unsatisfied with the restoration efforts of J. S. Northeast. As of this date, the remaining balance of approximately $9,300 remains unpaid due to lack of satisfaction in the restoration of properties as contracted with J. S. Northeast. The CDBG Project remains open at the present time. Borough Council legal proceedings were presented by Borough Council Attorney, Doug Ferguson, who has moved forward to notify condemned property owners under the Dilapidated Building Ordinance of a Public Hearing on three condemned properties in the Borough. The date for the hearing is set for October 12, at 6:30 PM at the Borough Office in Conneautville. The Police Pension fund transfer was discussed and voted upon by Council. Council and Ferguson excused the public for a closed 30 minutes Executive Session to discuss DEP violations, fines and possible litigation for the Borough. Committee reports were given. Jim Hoover began with a report on water. Hoover reported repairing ten to eleven water leaks within the past month. Jerry Carless requested Council approve heavier lines to be installed due to added pressure from the new water tank. Hoover reported vehicle maintenance for the upcoming winter season is ongoing. Vacation time for September 28 through October 5 was requested as well. The PA Rural Water Test scheduled for Hoover for October 14 is pending due to the unsettled state budget. The fire hydrant flushing process was discussed and it was decided to section off the borough for intermittent flushing. Administration and Parks and Recreation had no report. The Planning Commission reported ongoing talks with the Community Health Services, Inc., an economic development opportunity with the Shidemantle’s building, the Farmer’s Market has closed for the year, the next Town Hall meeting is set for October 1 at the Canal Park, and Council advised a continuation of the Borough Ordinance organization. The Treasurer’s Report brought up several questions on the cost of vehicle repair bills and a motion for approval was carried. In Old Business the crosswalk lines and handicap parking sign have yet to be completed. Chuck Gaza will check into stencils from PennDot for this project. A Change Order for the hydrant installation at the water tower was discussed due to a $1,100 additional charge by Walt Ross of Caldwell Tank. A vote and decision was tabled for a review of costs. The Crawford County Borough Association Dinner is set for September 17, with several members attending. Bid specifications need to be written for the Borough Secretary to post the property for sale from the maintenance building. New Business presented a Change Order from Caldwell Tank for additional work required in the process of removal of the old water tank. A motion for payment was approved. A resolution for the Sewage Facilities Plan Revision was tabled to provide for posting for public review. Notification from the Office of the District Attorney was read for the recent robbery sentencing taking place September 28 and a Central Westmoreland C. O. G. letter was presented but required no action. |
