After repeated attempts, the solicitor finally contacted LaVerne Paraskos. This newspaper has learned that LaVerne Paraskos is not certified and is therefore not permitted to issue building or electrical permits. She did not complete her course to become certified. Therefore, at this time, Rob Kulak from Guys Mills will become the Code Enforcement Officer for Conneaut Township. This information comes from Alan Shaddinger via Secretary Telce McCann. Kulak is certified and is owner of ABC Inspections. There were no building or electrical permits issued as of late. The Board is awaiting the results of a new salt brine test from a fresh sample, as the first test had come back with a high reading from Free-Col Labs. The sample had been taken from the bottom of the tank that had been sitting there since last year. The Supervisors Greig have been in for random drug and alcohol testing. At this time, Act 32 was brought up. This is the new law in place to eliminate local earned income tax collectors in favor of having county tax collectors statewide. This law is already being implemented; there was no ballot or public forum for discussion. Townships must appoint a volunteer rep and alternate to attend county meetings as the law is implemented. These are non-paid positions and the appointment for Conneaut Township will take place at the September Supervisors meeting. There are a lot of meetings the reps must attend to learn about Act 32, plus decisons must be made as to how the county plan is to work.. At this time, no one seemed interested in volunteering. George Greig volunteered to be the rep for Conneaut Township. This law has already been passed; and townships must be in compliance.. The effort is to eliminate the tax collector positions in the state on a step by step, timeline basis. All township reps must be in place and there is a county meeting on September 11, 2009. The public should attend their township Board meetings each month in order to become more educated on this issue. The turnaround time for funds in and out will be 30 days, and sent straight to the local government. The floor was opened to the public for comment and questions. There being none, the motion carried to adjourn for the afternoon. The Conneaut Township Board of Supervisors meets every second Tuesday at 5:00 p.m. The public is invited and encouraged to attend. |
