The citizen asked if the Board saw a lack of manpower for this situation. Roy Whaley responded with a no, and that it was up to the citizen to pursue this matter. Kevin Van Honk stated that it was not the responsibility of this Board to pursue this issue, rather it was the citizen’s. He must call the Dog Warden. The citizen said that the dog in question had since been back on to his property, loose. He had, indeed, called the Dog Warden, but he was not available. He never responded until the next day. However, the CC Dog Warden did say he will be speaking with the owner of the loose dog. Paul Roiz spoke again about the citizen writing a letter to the CC Commissioners, stating the issues with the dogs. Solicitor R.Charles Thomas told the citizen that this is an Agricultural community and people have dogs and some let them run loose. The problem lies with the dog owners and the citizen should go to the Magistrate. He also stated that ST does not regulate the Dog Laws. The citizen replied that the problem is also the fact that there is no Dog Warden service for strays on weekends. This dialog kept repeating, with the Supervisors insisting that it wasn’t their problem, and the citizen insisting that he wants more support from his elected, public leaders. The citizen then asked about rabid dogs, more specifically, rabid dogs on weekends and what sort of scenario might play out should that event occur. He mentioned again that he was expecting a child with his wife and that the dog was seen running loose near the high school. Roy Whaley replied that the citizen should then call the police, as that would be considered an emergency situation. The citizen then responded by telling Supervisor Whaley to define "emergency." To this, Supervisor Whaley answered, "I won’t take any responsibility for the Dog Warden’s job or admit there are any problems." Dog Laws prohibit dog owners from allowing canine to run loose, uncontrolled. From here the meeting moved along to approving the minutes from the May meeting, motion carried unanimously. For the Zoning Report, Paul Roiz began with the Rt 18 relocation of a business, this at the old Drive-In Theater site. All is moving forward, with permits in place. A furniture proprietor would like to locate his business in ST, but must submit a plan before opening up shop. If no plan is submitted, product must be removed from an unspecified location. Roiz also spoke to the owner of a beer distributor about some signage. Demolition permits have been requested for the demolition of the old Sunset View Motel on the West Side; all is moving forward in that case, also. A property on Rt. 322 owned by a Cassidy family is allegedly in need of demolition; ST would like the structure torn down and would like Solicitor R.Charles Thomas to file at the Magistrate’s office. The Simeonette property, also on Rt. 322, formerly the Pet Plus store, was brought up. Clean-up of the property and an auction scheduled for July 1, 2010, will go on as scheduled. ST feels that clean-up should move faster and Roiz requested that Solicitor R.Charles Thomas file at the Magistrate on this case, also. There was no motion needed for these decisions, and some pictures will be emailed to the appropriate personnel. Solicitor R. Charles Thomas then requested all documentation for all cases be submitted to him. Whaley spoke, asking Paul Roiz about a certain property on Conneaut Lake’s waterfront and the fence erected on that property. Roiz replied that he had written a permit out for a 6' fence for that property, even though (Ordinance) only allows for a 4' fence on lakefront houses. Roiz wrote the permit because the residence in question sits beside the Silver Shores Restaurant and there should be a buffer between a residence and a commercial establishment. Supervisor Kevin VanHonk spoke, saying that the fence would be a good buffer for this purpose. Supervisor Roy Whaley requested that the specific word, "buffer," be placed into the permit so as to alleviate any future questions on the fence belonging to this residence. He then went on to question some piles of junk at Nye’s Marina, stating they appeared to be more numerous than before and that one of them had been set afire. Someone mentioned that the junk was possible canal debris, due to some dredging. Moving on, Road Master David Hubbard was in attendance at the meeting to give the road report: He and his crew have laid gravel, performed equipment maintenance, done some rain pipe inspections and gotten into the job of summer mowing. Concerning a road bank at Leach Road, he stated that this bank is not the responsibility of ST, but that of PennDOT. Supervisor Whaley wanted to know if this was dangerous or posed a safety issue. Hubbard replied that the road bank should be removed. He told the Supers that PennDOT has asked ST to mow by Ellion Road and Rt. 322. Supervisor Whaley asked about any agility programs that might be in the offing, but Hubbard replied there weren’t any in place, concluding by saying that citizens were happy with Oakland Beach Road and that berming of roadsides will be forthcoming. David Hubbard again mentioned he would like some summer help and that he had looked at PSATS , as this type of help would be paid for by grant money. The 2010 Road List was discussed briefly, along with the driveway in front of the CLRPD garage. Hubbard has requested a quote concerning this, but has had no response as of yet. At this time, a motion made by Supervisor VanHonk and seconded by Supervisor Don Ellis, to release the road bond for Sand Hill Contracting for Brooks Road and Townline Road and to transfer the paper bond in the amount of $5,000.00 for the use of Greiser Road from Rt. 6 to the Hassinger property; in other words, release one and get a transfer for a new one. Moving on, several motions were made, seconded and carried for road materials, including slurry seal, single seal coat and triple seal coat and optional double seal coat: to accept all bids submitted; all bids awarded to SuitKote Company for all slurry seal, consecutively, by unanimous vote. These are available as a matter of public record for review, by appointment only. Under Old Business: The R. Charles Thomas Status Reports: An enforcement on the Pat Lace property, concerning dilapidated buildings; The Latonie Tropical Tan and Tone Storm Water Management Plan for a new paved parking lot was approved. This after a motion, second and vote, with Supervisor Roy Whaley abstaining, as per ownership of said establishment; A motion passed unanimously to approve and sign a prepared agreement with Conneaut School District for CL High School use of township rec area, with a clause added for liability during school events, pending approval by the School Board. From there, the Pension Plan Documents were then discussed at this time; all motions approved and decisions made are a matter of public record, available for review by appointment only; For the Regional Water/Sewer Task Force; not much to report, a meeting took place with Gus Moss presenting his recommendations; and The consolidation of CLJMA and MACL: a possible meeting in July. The Storm Water Management Plan update: ST has had a SWMP in place for many years; a Plan is being submitted to the Cr. Co. Commissioners for their review. Not much is changing in Sadsbury Township; citizens must be aware of state mandates and speak with their township officials when building or constructing new structures, driveways, parking lots or when cutting trees or otherwise changing the land or adding impervious surfaces. Citizens are urged to attend their monthly Board meetings to stay informed on this important issue. The Act 32 EIT, Earned Income Tax Collection law was discussed next: This pertains to the state mandate of elimination of earned income tax collectors statewide and replacing them with one regional Tax Collector, for Earned Income Tax only. Municipalities have appointed unpaid volunteers to represent themselves and a committee has been formed. Liability Insurance has been obtained for individuals on the Committee, the Treasurer’s Bond has been approved, as was a matching grant for $5,000. Citizens are urged to attend their monthly Board meetings to stay informed on this important issue. At this time, the motion carried unanimously to pay all the bills, as did the motion to adjourn for the evening. The Sadsbury Township Board of Supervisors holds its regular monthly meeting the second Tuesday of the month at 6:30pm. The public is invited and encouraged to attend. |
