Page 1 of 2 Latonie Storm Water Management plan approved The June meeting of the Sadsbury Board of Supervisors was called to order and the Pledge of Allegiance said. Supervisors in attendance were Roy Whaley, Don Ellis and Kevin VanHonk. Secretary Rose Mumau took the minutes. Solicitor R. Charles Thomas was present, also. For Visitor’s Recognition, a Mr. Grier Yartz from Macrosmith, Inc., a documents management and electronic record keeping company, was in attendance. Sadsbury Township would like to transfer all existing documents over to DVD disc and the Supervisors are looking for the best money saving option. Mr. Yartz wanted to know some budgetary guidelines and what might be affordable for the township. Roy Whaley spoke, stating the township is looking at different companies and the technology they have to offer. He said that they hadn’t budgeted anything for this purpose, but will be looking seriously at it in the future. He also said that the township doesn’t want any monthly or on-going costs, but rather a one-time fee only. Yartz replied that the township wouldn’t need a scanner, but that his company would pick up documents each month; that was their service. He said for all hardware, such as the server, software and scanner, plus all currently existing documents, it would run around $30,000. If it was for the scanning only, then it would be $15,000-20,000. He said it would be a monthly fee of $250.00, telling the Board that if they would commit this night he would keep it at that set fee. Secretary Rose Mumau spoke up, saying that only 10 years worth of documents have been scanned thus far, with a total of 50 years worth to be done. Roy Whaley said the Board was always careful to consider options and think things over; they didn’t want to rush into anything. He also said that there are some documents that have some historical interest from the area and they are currently looking at a "record retention review," to see what should be kept and what should simply be discarded. He concluded by saying that they will be putting this issue into next year’s budget. Mr. Yartz said he would leave his card, along with his proposal, for the Supers to consider, and he thanked the Board and made his exit. A citizen spoke up at this time, stating he had experience with document scanning to DVD or CD, and he thought he could do it for a lot less money. Roy Whaley said they would add the man’s name and phone number to the prospective list. The same man said he was at the May Board meeting and would like to revisit the issue of loose and nuisance dogs that are running on to his property, destroying things and killing his ducks. He asked if anyone had figured anything out about the Dog Warden not picking up dogs on weekends. Supervisor Roy Whaley responded by saying that the Board wasn’t pursuing anything at this time, and thought that the man was supposed to be in contact with the Crawford County Commissioners over this issue. The man replied he thought the Board would be the ones contacting the Commissioners, since they, too, are a political entity and would address the concerns of citizens. The two politely disagreed for a moment as to who should be contacting the Crawford County Commissioners. Kevin Van Honk spoke up, saying that the man was supposed to only contact the Dog Warden, no other entity, and that Chief Pfeiffer had said the same thing. The Board is of the opinion that it is not their place or jurisdiction to pursue a loose or nuisance dog issue. The citizen spoke again, asking if the Conneaut Lake Bark Park is insured, in case dogs broke loose and bit someone. He said he had asked this at the last meeting. Sadsbury Code Officer Paul Roiz answered by saying that the Bark Park is insured and that dogs coming into the Bark Park are checked out, have shots and are properly contained within the Bark Park. The citizen inquired as to whether the Bark Park would consider holding stray dogs over the weekend until the Dog Warden could be summoned. The answer was no, as strays are risky; the dogs in the Bark Park have shots, etc. The citizen then asked if ST would transport stray dogs to a holding facility, in order to get them off the street. The answer to this was no, as everything must go to the Dog Warden’s jurisdiction. The citizen asked if the Board thought there was a lack of service to citizens There was not a direct response to this, the Code Officer then stating that again, everything must go to the Dog Warden. The citizen stated he wants the Board to acknowledge there is a problem with loose dogs, and on weekends, in particular, with pickup. Code Officer Paul Roiz stated that the Supervisors aren’t (qualified) for this type of problem, but are sympathetic to the man. He said that the Supers were directing the man to the CC Dog Warden and that he was to also go to the CC Commissioners. The citizen spoke, saying he is looking for support from these public officials and would they at least write a letter or something. Roy Whaley said that perhaps R.C. Thomas could write a letter, on behalf of the citizens of ST.
