The West Fallowfield Board of Supervisors met for their March meeting recently, with members Cecil Courtney, Marguerite Scullin and Ray Peterson in attendance. Secretary Brenda Williams took the minutes and there were three concerned citizens present. The public had a chance to review the minutes, along with a report of current expenditures and fund balances. Public comment was invited on the reports. Secretary Williams stated that the expenditures payable to Buckeye Power Sales had been disputed by Cecil Courtney, which resulted in an invoice reduction of $1,000.00. The company had billed WFT for the replacement of a mechanical part that Mr. Courtney had subsequently tested and verified as operable. With no additional comments, the motion carried unanimously to approve the minutes for February, along with the current expenditures. For Correspondence, the township received a letter noting a civil penalty levied by DEP against WFT for years 2005 through 2009, for violations against the Clean Streams Law, those fines totaling $1,000.00. From Joe Franks, Property Maintenance Code Enforcement Official, a complaint response was received regarding a mobile home owned by Merle Frye, lessor, which has been deemed "unfit for human occupancy." A copy of a letter from Porter Consulting Engineers to the Crawford County Commissioners regarding the County-wide Storm Water Management Plan and Ordinance was received as well. Also a letter was received from Alan Shaddinger, Township Solicitor, a memo regarding the proposed Storm Water Management Plan, along with a memo regarding the new Flood plain Maps and Ordinances. Lastly, from Crawford County Conservation District, a notice was received on the Dirt and Gravel Roads Training session dates for 2010. Under new business, the penalty from DEP for clean streams law violations from 2005-09 was brought up. Secretary Williams stated she had been in contact with DEP regarding this issue and she suggested that the Board submit a compromise offer in the amount of $500.00. After much discussion regarding DEP’s (untimely) assessment and failure to serve written notice of the violations, a motion to offer a compromise settlement in the amount of $500.00 was passed unanimously. Concerning the Flood plain Storm Water Issue, this has been tabled until the next meeting. Supervisor Cecil Courtney will attend the Township Official’s Annual Convention in Hershey; the motion to reimburse Mr. Courtney for hotel accommodations, meals and mileage fees carried unanimously. For Old Business, Rod Donghia has been interviewed for the position of Sewer Plant Operator. The motion passed to contract and appoint Mr. Donghia as Sewer Plant Operator contingent upon receipt of prior employment references and contract execution in the amount of $1,600.00 per month. The motion to terminate the services of Michael Davidson and Associates effective March 31, 2010 passed unanimously. Municipal liens have been filed for delinquent sewer charges for various residents in WFT. The motion carried unanimously to have Secretary Williams prepare the lien amounts and forward them to the township’s attorney. The names were listed and are a matter of public record, held at WFT. There was a review of the monthly Sewage Discharge Report, along with the Plant Operator Report. From the WFT Planning Commission, there are current plans to define areas of zoning for the township. Barb Courtney reported that she will attend a workshop regarding Comprehensive Plans at a convention in Harrisburg. Supervisor Cecil Courtney reported that the used fire truck recently purchased from Alaska is in beautiful shape with only 7,000 miles on it. The truck will be housed at the Hartstown Station. Supervisors Courtney and Scullin assisted in the audit of the Fire Department Financial Records. The position of Treasurer previously held by Arvilla Baird is now held by Patricia Yullam. For the Code Report, the trailer owned by Merle Frye and used as a rental property has been deemed unfit for human occupancy by the Joe Franks Inspection Agency There were no building permits issued since the last meeting. Roadmaster Cecil Courtney gave the Road Report: Crews are winding up winter maintenance on roads and the Board will begin preparing bid documents for the 2010 Road Project that will be bid out in the spring. With no additional comments or business, the motion carried unanimously to adjourn the meeting. |
