East Fallowfield Township Supervisors Kevin Kean, Jim Kunselman, and Dave Morian called the meeting to order at 7:00 p.m. After reciting the Pledge of Allegiance, the meeting began with a State-mandated reorganizational meeting. The first order of business was nominating a permanent chairman. Morian nominated Kean and Kunselman seconded the motion. Kunselman moved to keep Kim Pfaff as secretary; Morian seconded the motion. Supervisors then set Pfaff’s salary. Morian wanted to keep her salary the same. Kunselman asked for a fifty cent-per-hour raise. After some discussion, Morian seconded it. The next order of business was setting treasurer’s bond. Kean moved to keep it the same. Morian seconded it. Morian made motion to keep Pfaff’s hours the same. Kean seconded it. The next nomination was for vice-chairman. Kunselman is current vice-chairman. Kean moved for Kunselman to remain in this position, Morian seconded it. Nominations for road master came next. Current road masters are Supervisors Kunselman, Morian, and Kean. Kunselman motioned that all three supervisors continue in this post. Morian seconded it. Then there was a motion for township solicitor; Attorney Bill Gregg is current township solicitor. All three supervisors voted for Gregg to remain in this post. Nomination of vacancy Board Chairman. Gary Horne is current vacancy board chairman. Chairman Kean made motion for Horne to continue in this post. The current emergency management coordinator is Chuck Williams. Kean nominated Don Temple to replace Williams; Kunselman seconded it. Kean moved to keep the same Enforcement Officer, Pat Kelly. Morian seconded it. His fee schedule has not increased since 2005. The current solid waste authority representative is Arlen Horne. Kean moved to retain Horne. Morian seconded this motion. Earned Income Tax Collector. No changes at this time, but changes will come by end of this year. Employees wage per hour. Road foreman’s wage is $9.75/hr. as road foreman. Shop foreman’s wage is $9/hour as shop foreman. Snow plowing at $10.50/hr. Raise shop and road foreman and each a quarter per hour. Kean made motion; Morian seconded it. Designate banking institutes. The township uses First National for all accounts. Kean motioned to continue using First National; Morian seconded it. Council reaffirmed real estate millage to stay at 6 mills. Kean reaffirmed per capital rate of $5.00. Kunselman seconded it. Reaffirm occupational rate. Rate at $1. Kean said to keep it same; Kunselman seconded it. They reaffirmed earned income commission 3% Kean motioned, Morian seconded. They reaffirmed the realty transfer tax at 1%. Kean made motion; Morian seconded. They reaffirmed tax collector commission at 5%. They voted to keep payroll on the 15th and the last day of month. Supervisors agreed to advertise next year’s reorganiztional meeting. Kean motioned; Morian seconded. Nomination for one delegate to attend convention. Kean said he will probably will go. Nominated Kean. Compensation is state mileage rate, meals and gas mileage and hotel. Morian motioned to keep it the same; Kunselman seconded. The current building code inspector is Joe Frank’s Inspection Service. Morian motioned to keep him. Kunselman seconded it. Everything now has to be inspected before you build. This is a state-wide change. Morian motioned to keep the same agricultural security committee: Wade Horne, Walker Brocklehurst, and Kevin Kean. Kunselman seconded. Fallowfield Fire Department was the next issue. Kunselman moved for Chairman Kean to continue serving in this post, and Morian seconded it. They reappointed the appeals board for the building codes. Hugh Shields, Ed White, and Bob Frost are current board. They reappointed the open records officer: Pfaff. Kean motioned; Morian seconded it. Leave supervisors’ wage rate per hour at $9.75 and snow plowing at $10.50. Millage rate for private vehicles to be set at the state’s rate. Public comment period – No comments. Road master report: Leach Road is patched up; he was going to do Pine Road, but it froze. Rest of the roads are in fair condition. Supervisors can’t do much to improve the roads during cold weather. The minutes approved from Decemeber 8, 2008 regular monthly meeting. Kean motioned to keep them; Kunselman seconded it. Supervisors then discussed monthly invoices. Pfaff announced that Pioneer Telephone bought out old long-distance service. Kunselman announced that the snow plow plate was replaced; Kean voted to pay the bills, and Morian seconded. In correspondences, Pfaff read a letter from PSATS: letter from Gov. Rendell encouraging township residents to attend the farm show. No one said he was going to the Farm Show. Under old business, the supervisors announced that parking lot is cleaned up from the demolition of the Fallowfield School building. Sewer hooked up and grass growing. Kunselman announced that when they start ditching, they’ll keep the dirt to level off the old school building. The supervisors and members of the audience then debated the poor condition of Pine Road. They discussed the 2RC used to treat snowy roads. Some want Pine Road coated with limestone. Supervisors announced that they had already done this. The issue was resolved by suggesting township residents talk to the Game Commission about the problem. At this point, Secretary Pfaff announced she had nothing to report. Under New Business, Kean was reappointed to the State Township’s under 2000 committee. Chairman Kean reported that the township is going to work on McMaster Road. They will have to wait until spring. They can’t work on frozen roads. East Fallowfield Township holds regular monthly meetings on the second Monday of each month at 7:00 p.m. They voted to announce meetings it in the newspapers. The public is welcome and encouraged to attend. Chairman Kean adjourned the meeting at 8:01 p.m. |
