Heather Euard shows exemplary skills as WF adopts Comprehensive Plan Print E-mail

The April 2 meeting of the West Fallowfield Township Supervisors was brought to order, along with the Pledge of Allegiance and roll call. Supervisors in attendance were Marguerite Scullin, Ray Peterson and Cecil Courtney. Secretary Brenda Williams took minutes.

The public had a chance to review the minutes from the previous meeting, along with receipts and expenditures.

For public Participation, Heidi Lillibridge and Jeff Raney were recognized as interested citizens and were thanked for attending the meeting.

It was then stated that the public has been very impressed with the new Comprehensive Plan for WF Township. This is due to the expertise and hard work of Heather Euard.

Ms. Euard was educated at Penn State, where she received a Bachelor of Science, is very knowledgeable about township law and has demonstrated fine skill at managing the WF Planning Commission. She stated that viewing of the new map has been rightly advertised at all the required times for perusal by the public.

For Correspondence: First is Chapter 94 Wasteload Management Report, the annual report of Plant and Collections, prepared by Porter Consulting.

This was followed by the Commonwealth of Pennsylvania Emergency Action Plan for Dam PA 487A. This is Homeland Security-related in that it contains evacuation plans for townships that own dams in their municipalities.

The Supers discussed dams in WF Township. There is only one dam in the Township, located at the end of Brooks Road.

Third on the list is the Black, Bashor and Prosch Audit Report for Earned Income Tax Collector, year ending 9/ 30/08. The school and township audit will be conducted at the same time.

The fourth item was from Culbertson, Weiss, Schertoma and Schug, a notice of termination of a court case of WFT vs. Northwest Engineering and Baker Contracting.

This lawsuit pertained to electrical motors that were allegedly under- powered and were causing power breakers to engage. Northwest replaced the motors. The lawsuit has apparently gone dormant, and the solicitor wrote a letter about said issue, and also another issue concerning the trailer park, these being two separate items.

Again, from Culbertson, Weiss, Schertoma and Schug, another termination of a court case of WFT vs. Steven D. Pfaff.

The official action of the WF Supervisors was that a motion was made, seconded and carried to allow these cases to fall from the County dormant list.

And lastly, again from Culbertson, Weiss, Schertoma and Schug, an information notice stating there is an update on the Blighted Property Act 135 of 2008.

Under New Business, the Sewer Operator Contract was again brought to the fore. It was mentioned that Mike Davidson said he would work for the same rate as last year. There is no contract in place for 2009 as of yet.

A discussion ensued among the Supers, and a motion was put on the floor by Cecil Courtney, seconded by Ray Peterson, to execute a contract. At Roll Call, Courtney and Peterson voted yes and Marguerite Scullin voted no, stating she felt more time was needed to look things over. Motion carried.

The Supervisors then brought up the issue of the pink trailer and an ongoing issue of Ordinance Violation, under property maintenance. A motion was made, seconded and carried to send a second letter to the owners, notifying them to come into compliance.

Next was the small flow proposal from Thom Wolford . The Planning Commission did not see the module and Heather Euard stated that no copy of the module was received for review. It must be reviewed by the WF Planning Commission and Supervisors. It also appears some of his documents may be out of date and from the wrong county. Therefore a review is necessary, 537 Act by Resolution by the WF Planning Commission; this procedure must be done properly. Nothing is moving forward until all proper documents have been filed and reviewed.

Clean Up Day for WF Township is May 16 from 8:00 am till 4:00pm. They will take batteries but no tires.

Next under New Business was a discussion about an Ordinance to require certain Disposition of Insurance proceeds in cases of fire loss directly to a municipality for municipal taxes, assessments and liens. The Supers are to consider adoption directives.

A motion was made, seconded and carried for the solicitor to advertise this, and to be approved at the next meeting.

From the Sewage Project, the Status Report: There were no effluent violations. The sludge roll off box was filled and hauled away. An aeration blower was sent out and the headers are to be repaired. A new fuel filter was bought for a generator. There was a discussion by Supervisor Scullin , and there was made mention of holding a meeting to discuss the status of the plant.

Supervisor Courtney added that there are issues about paint scaling in tank #1. This paint is on the inside of the tank and it was speculated that the warranty is up.

There was no EMS report

The Road Report from Cecil Courtney was that things are business as usual. Road and equipment repair, no snow, so the plowing appears to be done. It looks like the beavers have absconded from Hahn Road, however there is now a washout at that location.

South Shenango is helping with road grading and there has been limestone dropped on some of South Shenango’s roads. Some citizens were hoping for some stone to be dropped on Hahn Road, also.

The Code report read as follows, Mickey Hennegan not present: There is temporary power being run to the Chris Crispen camper. This is for clean up of the property. Supervisor Scullin wants Joe Franks to come and explain the permits for temporary electric. It is alleged that Crispen is living in the camper. There are questions about sewage and safety. It was discussed that the Supers will talk with either Joe Franks or Alan Shaddinger.

There were no building permits issued.

From the WF Planning Commission, Heather Euard says: The adoption of the new Comprehensive Plan was again discussed. There has been a public hearing and all has been properly advertised. This is so the Supervisors can hear from the public and get feed back in order to proceed with the adoption.

Ambulance Service was brought up at this time, in relation to the Comprehensive Plan. There will be no verbal or written comments on the Plan pertaining to where Ambulance Service is allocated.

It was also noted that the public turnout to review the Plan was small.

Again, the Supervisors noted what a good job the Planning Commission did on the map of West Fallowfield and the new Comprehensive Plan..

At this time a motion was made, seconded and carried to adopt the Plan. It shall be a guide and also a Resolution, 2009-3.

The motion was made, seconded and carried to adjourn the meeting for the evening. The West Fallowfield Supervisors meet every first Thursday of the month at 7:00pm; the public is invited and encouraged to attend.
