The meeting was called to order and the Pledge of Allegiance given. Supervisors present for the February meeting were Cecil Courtney, Ray Peterson and Marguerite Scullen. Also present was Secretary Brenda Williams. There was a public review of the minutes from the January meeting, along with public review of receipts and funds. There was some pubic discussion of receipts and funds, and then Tax Collector Barb Cowden spoke up, asking to be paid for some tax checks that had been collected. It had been decided that her request for a raise would be denied due to the tight budget..

   There had also been a vote among the Supervisors to raise real estate taxes 5.5 mils and that sewage will be raised to $48.00 per month.

   There was a motion put on the floor, seconded and carried to accept the minutes from the previous meetings.

   Under Public Participation, there was none so the meeting moved to Correspondence.

   A legal notice will be posted concerning the Crawford County Comprehensive Plan that an amendment is being added to include the Greenway Plan. The Comprehensive Plan is open to the public on February 23, at noon, with the Commissioners to hear public comment.

   Cecil Courtney then commented that he has talked to South Shenango about dumpsters for the annual cleanup day. AIM Recycling will provide dumpsters for metal only. No word on when cleanup day is in West Fallowfield.

   The Crawford County Conservation District had an annual meeting February 19, at noon, with a lecture concerning global warming given by Ed Perry, an aqua biologist.

   More increases, this time with Armstrong Cable. Bills will be going up to $51.45 per month.

   Fallowfield Fire and Rescue has released a 2008 Statement of income and expenses. Their bingo is doing ok and they are selling some equipment, including a rescue vehicle and a boat. They have sold a fire truck to Cochranton, with a trailer and will be putting some things on ebay auctions to generate some revenue and keep in line with a budget; they have also secured some grants.

   It was here that Joyce Mushrush asked again about the sirens; they should be up by summer.

   The ‘92 fire truck that the Department has is reported to be in good shape, though it holds 200 gallons less that the other truck. The ‘92 truck comes from Georgia.

   The auditor’s Reorganization Meeting minutes, submitted by Myrna Thompson, were approved by a motion, second and unanimous vote. Jack Redmond is to serve until an election, as Don Good has resigned, and there will be 3 candidate openings for Auditor on the spring ballot.

   Under New Business, the Sewer Project Status Report, there has been no effluent violations in the last 30 days and a sludge roll off box has been delivered.. An air header in the digester was broken due to ice, and routine maintenance was performed as needed.

   The issue of the Plant Operator’s fees was brought up at this time as there is a contract renewed each year. The Supervisors agreed to table this issue pending a decision on a fee increase in the contract. Michael P. Davidson is the current operator .

   Supervisor Ray Peterson had a question about a deceased citizen who was on the per capita tax list for 2008, but she had passed away in 2007.            

   Eventually it was revealed that the citizen was Mr. Peterson’s wife and it was clarified that he was looking at exoneration. Apparently the Court House had mistakenly put names out twice.

   A motion was put on the floor, seconded and carried to table the sewer and tax collection issues. Barb Cowden mentioned that before March 1, 2009, cards should be coming from the school district about the Homestead/Farmstead exemptions/credits. Citizens who are eligible are encouraged to sign up; it is reported that the school district is raising taxes. The paperwork is at the Court House or the cards are being sent directly to residents. Residents must sign up to get the exemption, however, they may still get tax notices in the mail. If residents are exempt and still receive a notice, they must call the Court House and notify them of the exemption.
